"I'm confused about bits"

Hi,
I'm confused about bits. I was reading the Myler Bit information and they start out with a stronger bit and work to a less severe bit. Doesn't this make the horse heavy in the bridle? If I start with a less severe bit wouldn't that make my horse more responsive when I use stronger bit?
I'm an adult returning to riding for about 2 years now. I am now ready to try to take my horses training to the next level. He pulls on the bit and tosses his head a lot. Also has a tough time striking off into the canter. I would love to take him to a clinic or private training session.
Any info about bits would be appreciated, and I'll keep checking for a clinic in my area.
